Question 1: The standard resolution for images made for the web is 72ppi

Question 2: The standard resolution for images made for print is 300ppi

Question 3: You should always save a psd and a png file. A psd file is a working file, meaning that you can come back and edit the file whenever you want. A png file flattens all layers and is ready as a final product (you can't edit this version).
